I put a sd card into my phone and moved apps onto it but theres no memory change.

It is saying that there is still not enough space on my phone memory in general even with all of the apps moved onto the card. Can I delete the apps that I put on the sd card from downloaded in my settings or will that uninstall them because some are shown to be stored in both places.

When you move an app to the SD card.....not all the app is moved.....
if you wish to move the app from SD....go into the app in Settings/Apps and click on " Move to phone" .
If you wish to delete an app in it's entirety you can uninstall as usual.
