Decryption Failure on Verizon HTC One

[AC Question]

I have a locked HTC One that somehow got into a loop that comes up with:
Decrypt Storage, enter password. Any 4 digits work.
Then I get:
Decryption Unsuccessful, password entered is correct but data is corrupt.
the only option is to restart the phone which just puts us the Android System Recovery screen.
Nothing I do can fix it and I can not unlock the phone or load anything because it never boots.

Any help is appreciated.
