Why can't I receive videos in text messaging on my Samsung g5

To receive videos via text messaging, you have to have mobile data (3G/4G) turned on. And if you do, the video you receive will be very poor quality, because MMS (which is how videos are sent via texting) has a 1 MB maximum filesize limit. This means videos get severely compressed, and lose a lot of resolution (if they're even allowed to be sent at all).

The better way to send high resolution videos is for the sender to upload the video to YouTube or their Google Photos library, then share the link privately with the recipient.
