How come I'm unable to download samsung galaxy apps?

On the galaxy apps, I'm unable to download apps that i have to pay for, but I'm able to download apps that are free. When i try to download apps that i have to pay for, it tries to choose a payment option, freezes, goes back to payment option, freezes, goes back to payment option, etc etc. any help will do. thank you

Have you check to see if the Galaxy Apps app is up to date? Do you have any apps disabled in your settings that pertain to the Samsung Billing?
