Marshmallow - Cannot silence phone with volume buttons?

I just upgraded from a Samsung Galaxy S4 (Lollipop 5.0.1) to a Samsung Galaxy S7 (Marshmallow 6.0.1). On my S4 I could silence my phone easily by simply lowering the volume. No matter how many times I press or long press the down volume button on my S7, it only lowers the phone to vibrate mode. Is this just a product of poor design or am I missing some setting that would allow me to lower the volume all the way?
 
That's current Android. If you don't want to hear the ring, use the red button to "answer" - the call will go to voicemail.
 
Not silence a ringing phone but disable sounds. Both of my friends with Marshmallow can silence their phones by pressing the lower volume button on the phone. It silences everything except media and alarms. On my phone it only puts the phone in vibrate mode.

Is this a Galaxy S7 issue, an Android issue, or a carrier issue?
