Hola launcher malware

How do I get rid of "Hola launcher" malware?

It started by showing full screen ads on my phone, but even when uninstalling everything from my phone, Hola launcher installs itself after few hours (left the phone over the night).

Even whe I uninstall Hola launcher, phone shows full screen advertisments by "startApp" on the phone.

I tried disabling everything including Google Play Services, but popups still apear and after while, Hola launcher installs itself.

Installing anti-adware, anti-virus etc didn't help. I tried AVG, Avast, Malwarebytes, Ad Block and several others. All I got was warning that there is possibli "engrils" malware which couldn't be uninstalled since it is part of the system. I also disabled software preinstalled by manufacturer (as they appear in Settings->Apps->Disabled):
