How can I re-start play store after a force stop ?

I have a 10.1" Hannspree tablet which all of a sudden last week displayed this "unfortunately ,google play services has stopped. " & " unfortunately ,the process com.google,process.gapps has stopped." I sent reports to google 4/5 times but still have heard nothing back ! I spoke to a computer repair man in town and explained what had happened and he suggested to go into play store and force stop play store & then clear cache dater which I did ( he says that it was only advice and he can't help me in any way shape or form)and now all I can do is enter my pin to unlock tablet and push settings then I get locked out and start it all over again ? I've try'd holding on/off button and try'd re-start but I need help
