why does my phone not ask for my finger print only back up pasword

have turned of phone several times but when i turn it back on it asks for back up password then want accept what i enter

It's normal for some phones at least to require a PIN entry to access the phone after a power-off.
If yours is not working, contact the manufacturer's customer support.
