should an Android 4.4.4 tablet be charged while it is on or off

Just wondering if it better to charge my 'generic' 9.7" Android 4.4.4 tablet while it is off instead of on.

I know if I try to use it while it is charging, it really can't keep up; the battery eventually drops a percent, not the other way round 'adds a percent'.
 
Android version doesn't matter much for this. I see the same thing with my Samsung tablet, depending on what I'm doing while it's on charge and even what cable or charger I'm using at the time. Yes, you CAN use the device while on charge, and it doesn't have to be turned off completely while charging. If you're just browsing the web or Facebook, the charge shouldn't drop and should actually go up but slower than if you weren't using it but if you're playing a game like Angry Birds that's a whole other story.
