Screen Overlay Detected Wont Go Away Even If I Turn the apps off

I own a Samsung Galaxy J3 6 and when i try to accept any permissions it has the screen overlay detected and i have turned off all of the apps in the settings for overlay, but the message still appears please help!

Make sure that you cannot see any overlays on your screen. Sometimes I forget that my pixel filter or screen dimmer is still enabled, so make sure no overlays are still there. If it's still not working, try to identify apps that can change system settings, because if you disable overlays, they could re-enable overlays if they can change system settings. Disallow those apps from changing settings. Then try again.
