My phone got wet(Alcatel Pixi 4) and I let it go dry after a few hours. Then I hard reset it..
After that my phone worked and I found out that camera isn't working and camera app went missing in the app launcher but it is still in the system apps...
    Also my flashlight went missing...

You should leave your phone to dry overnight.

90% is damaged from the water.

    Agreed with X1tymez

Water has iron in it and other metallics, the best thing you can do when your phone gets wet is to shut it down immidiately and let it dry for much longer. If you turn it back on and any of that metallic or water is still there touching areas in the phone it can create shorts, this is probably why your camera is no longer working.
