No vibrate available for text messages in volume rocker

I can't find this issue but only the opposite on phones with an "issue". I don't have vibrate as an option in the volume rocker for text message notifications. I turn the volume to vibrate and the text volume changes to silent. Does this mean that everything is on vibrate only when I turn the ringer volume to vibrate?
