Grant permission on lollipop by default

Android Marshmallow has new features "Request Permission to Run Time". How do I add this feature in 5.1.1 lollipop? Some permission is not received when application is installed. eg: android.permission.READ_LOGS.I know to do this need adb to grant it.I need more advanced ways to solve this problem by editing on system.
