How do I uninstall the smart Locker app on my phone

I don't want it on the phone and it won't go away I can't find anything that says uninstall. I did remove the icon and now I don't know how to get it back so I can uninstall it

Swipe down on your notification bar and select settings (the gear icon).
Use the search box at the top and type in "applications".
Select Applications and find and tap the name of the app you want to remove.
In the application info screen, you should have the options to uninstall/disable* and force stop.

*Some apps can only be uninstalled with root.

Welcome to the forums. What device do you have? Try this. Go to your security settings and uncheck that app in the device administrator section. Then search for it in settings - apps, select it and tap uninstall.
