What app are you using for email? What email service? How is your app configured to connect to your email? All of these make a difference.

In the Gmail app, you would do this using the settings screen and direct toward the email address you want a new folder for. On there, tap manage labels and you can all you want.

The ability to sync folders between the email server and your device(s) depends on the email protocol (pop3, imap, exchange) used to communicate between the device and the server.

Old-school POP3 only downloads from the "inbox". There is no "sync" and there is no other folders.
IMAP is probably the protocol you want to use.
