Why does Windows XP recognize new hardware as a camera when I try to tether USB for internet

When I connected my phone to my computer and turn on USB tethering for internet XP recognizes my phone has a camera instead of the internet connection. Anybody got any ideas? I used to do it on Windows 7 all the time and it was easy This is bogus

Welcome to Android Central! Which phone? When you connect via USB, swipe down the notification panel and tap the USB icon. Make sure it's set as MTP or File Transfer, not PTP.

You may also want to make sure the USB driver's on the XP PC are up to date.
