Instructions are way off. To begin with, there is no Apps tab in Android settings. The tabs are as follows... (At least there is not such a tab on my Galaxy Tab 4)

Furthermore, the Q/A Team did not pay attention to the initial post. They simply regurgitated the standard instructions for setting defaults. And that, of course, is not helpful. (If you do not know the resolution to a problem. Do not pretend you do.)
The problem, as I see it, is this...
Android will set your default browser without a problem the first time. However, there is a bug in the Android OS. Once you decide to change that default, you must clear the existing default browser. After you clear the default, you cannot set a new default.
In my case, I set Samsung Internet as my default browser when I first setup my tablet. Later I downloaded Chrome, cleared the default browser and selected Chrome as my new default. The next time I clicked a web link, I was presented with the Default Setup dialogue again. I selected Chrome again and then went to settings. I discovered that there was no default web browser listed. I cleared all the defaults and restarted my device. Then I reset the default apps for everything. But Android still failed to register Chrome as my default web browser. Next, I tried setting Samsung Internet as the default. The same problem persisted.
There is only one possible solution remaining to me and that is to do a Factory Data Reset. This option carries substantial risks and I have chosen to live with the nuisance of having to select a default everytime, rather than risk the headaches of getting my device setup again. (I have a cell network capable tablet and that carries a whole different set of problems.)
