"URL" is not something you can turn on/off.

What is the exact wording of the error message?
    Which phone?
    Which version of android?
    Which carrier?
    Which web browser?
Does it happen with both wifi and mobile data?

A URL is the address of a device on a network. I think you're remembering the message incorrectly - the only way to "turn your URL off" is to turn off wifi and mobile data (or turn on airplane mode). If you can get to a website, your URL is "on". It's probably asking you to turn something else on. (A site that asks you to turn your URL on is a site I wouldn't go to - either the site's developer didn't know what he was doing or there's something wrong with the site.)

As I said further up the thread, the only thing you can turn on is mobile data or wifi, but if it'a on a web site, at least one of them is on. A message on a web site that says "turn your URL on" is nonsense - and I wouldn't even go to the site.

But what do I know? I've only been doing this since before there was an internet.

Welcome to Android Central! I'm guessing the actual message doesn't just say, "My URLs in settings." What exactly does it say, and what app are you using when this happens?

I'm thinking we're getting a poor translation to English from some other language (or multiple).

Is it possible it really means that you don't have a default browser set? Can you find a way to set Chrome to open links (or URL's)?

Is there a chance you can post a screenshot of the message you're receiving? Just the "need to turn on URL" makes very little sense to any of us who haven't actually seen this.

A URL is a "Universal Resource Locator", it's a plain-language address that gets converted into a machine address using servers on the internet. A URL is not something that typically gets turned on at a device or node (a device is a node) level.

Folks, it's usually a setting in your Messaging app, as I had previously referred to in a linked thread. Open your messaging app, tap Menu>Settings and look for an option to "Connect to URL." LG G3: How to Enable Connect to an URL Upon Tapping on URL inside a Message - ITJungles
