My carrier is asking if my Google Pixel XL is totally unlocked - so is it totally unlocked or not?

I purchased my Pixel XL unlocked and my carrier is suggesting that they need to know if it is totally unlocked in order to give me the proper SIM card.

One way to check that your phone is unlocked is to download a app called CPU-Z. Once it is downloaded you need to open it and tap SYSTEM and look for root access. If it says no your device is not unlocked, if it says yes it is unlocked

That has nothing to do with SIM Unlocked though, right?
