Is there a place to send my damaged phone for data retrieval?

It will not power up - tried local service place - it got smashed/dashed.

Put new glass on, no luck.

This is data I really, really, really want. I'm willing to pay. Is there a place/person I can send this to and hope for the best?

If you really, really want it, why don't you have it backed up?

If it won't power up, the chances are that the circuitry is gone, so there's no data to be retrieved any more. If there still is, there are places that will retrieve it - but you're talking about thousands of dollars, at least, to do it. Data retrieval is unbelievably expensive. They basically have to rebuild your phone just to start to find out if there is any data to retrieve.
