My wife and I both own Samsung Galaxy S4 smartphones.
After the 2017 December 31st Android update, both our phones will shut down the wifi and bluetooth after the screen shuts down, greys them both out, and will not let us re-enable them until the smartphones are rebooted (when the problem reassert itself 10 minutes later).
We would really like help. The kids think they are getting punished because we are not letting them watch Netflix and youtube videos (LTE cell phone Internet works fine but is too pricey)
