Is there a way to keep the dots without notifications in the upper tray?

If I turn off notofications, I don't get dots. If I turn it on and clear a notification (like an email or text) the dot goes away, too. Seems stupid to tie the two together. Previously, I would check email by looking at the inread number, but the dot is just a notification. Bring back the count, the dot is useless and redundant.

Not sure what you are referring to by "the dots".

Which phone?
Which version of android?
Which carrier?
