UI crashed now buttons don't work, default apps changed, cant scroll down from the top, locked out

[Android Central Question]

OnePlus 3 - tried opening this piece of crap Yahoo Fantasy app, froze my phone, stopped my UI. Buttons don't work When the screen is on. Keyboard has reset to default. Back Button DOES work most of the Time.

I have tried restarting my phone, turning it off for awhile, nothing works. Buttons are permanently disabled when the screen is on. They work when it's off.

Please help!
