Why is my nexus 6 stuck on

[Android Central Question]

So I did a factory reset of my nexus 6 that that I've been using without a problem forever now. I started having some issues with pictures not saving, even though there is plenty of storage, but other than that it was working perfectly. So after the factory reset , now my phone is just stuck. It asks me for a language while allowing me to access emergency and vision settings, then asks if I want to recover data or start fresh. Either way I have tried, I get this message " checking for updates this may take a minute or two. It asks to connect to wifi or mobile data and then hangs for hours on the message screen. I've tried a follow up factory reset, a hard reset fromy recovery mode and cleaning the cache. I don't know much more beyond that. Any advice?
