The endoscope works on my PC, but not on my phone or Surface Pro 4

My Surface Pro 4 won't even accept the app

On your phone you'd need a special app (provided by the endoscope manufacturer, if any) since mobile devices don't have generic drivers for those kind of accessories. On your Surface, however, being a Windows PC, it should work as long as you have the correct drivers installed just like on your PC. Have you checked the manufacturer's site for any downloads if the tablet doesn't prompt you to install the drivers automatically?

For Android, also note that even if there is an app for your endoscope, the device has to be compatible with your specific phone (some might not be able to pull data from it, even if an app is provided).
