Why I can't send an email when I use free WiFi

I couldn't send emails when I used other wifi then my own data, my Samsung galaxy tab 2 (SM-T815Y), please help. Thank you
 
Are you able to perform other actions requiring a network connection? Have you confirmed you have a connection?

Yes, I could perform any activities required the network without any problems. Also I could received al coming l emails but I couldn't reply or sending the email. Thank
 
I'm in The Netherlands and here it is a known fact that this problem arises with one particular phone network provider. There's only one email app where it will work. I suggest you try MyMail to see if this works for you as well, if all else fails.
