Why can't I customize my ringtones/ notification sounds after updating to OS 8.1?

I'm having an issue with customizing my ringtone/notification sounds. The problem happened after updated my OS to 8.1 a few months ago. The stock ringtones and notification sounds just don't grab my attention when I get a call or text or email or other notifications.
I have the ESPN app and those notifications are not affected but every other app is hard to figure out if it's a text an email or something I should just ignore.

I have restarted the phone numerous times and the problem has not changed. I'm not sure of a factory reset will do anything based on other people having similar issues.
Please advise

Some apps let you pick their notification sound, some do not.

Most apps require the sound file to be locally stored on the phone, internal storage or SD card.

What exactly are the problems you are having?

Google took this away with oreo. Check the the S8/S8+ forums.
