GS4 showing Custom and unlocked padlock after successfully preventing an OTA update

I have successfully avoided Verizon OTA updates by using various methods; however, the last time when the downloaded update was automatically installing, I did something that stopped the update but caused my phone, when rebooting, to show a black screen that said Custom with an unlocked padlock. I don't know what this is telling me. I'd like to root the phone and install another OS but I've been told that if your CID chip is 11 (which mine is) instead of 15, the bootloader cannot be unlocked. Can anyone weigh in here? Thanks.
