It's going to boot to the same screen until it's done "optimizing". Depending on what the update was, and how much you have installed on the phone, it could take quite a while. Just make sure that if it starts dropping down around 30% charge (if you can see the state of charge) you plug the charger in. (If you can't see it, plug it in for an hour anyway.)
If it stays hung there for a couple of hours, bring it to your carrier. Their update corrupted your phone, so it's their liability.
