Why cannot sign in to Google account

After a reset, phone says "Account action required. You were signed out of your Google account.". When this alert is tapped, a "checking info" screen appears and then a "sign in again" screen. But when signing in with correct account and password, "checking info" appears again then goes away with nothing changed. Same happens if I try to sign in other ways, through apps, settings, etc. Tried disabling Play Store app and uninstalling updates, restarting, still no change. I can access Gmail via web but not app, Google apps are not syncing and Play Store doesn't work (asks for sign-in.). Thanks for any ideas.

Do you have two-factor authorization active in your account? If so the device you're trying to sign into might need authorization there, otherwise the password won't be enough. If you go into the Account Settings for the device, can you remove/sign-out of your Google account and re-add?
