why i cant send to 4545 or 8080

Are you trying to send SMS to those numbers? Contact your mobile carrier to determine whether they've blocked SMS access to them.

Welcome to the forums. It's possible that you disabled the permission to send texts to that kind of numbers. Search in your settings for 'Premium SMS' and enable them back.
