Welcome to Android Central! I'm sorry, can you clarify the problem? Are you saying that you did a factory reset, and when the Setup Wizard appeared, it asked you to scan a QR code? Is it a Google screen that's asking you to scan the code?

Are you saying that you did a factory reset, "Yes"
and when the Setup Wizard appeared, it asked you to scan a QR code? "Yes"
Is it a Google screen that's asking you to scan the code? "Not clear, it sony or google"

I search those information, and it's look like enterprise zero-touch.
I 'm not android cloud or enterprise user, it may related about g-suit free.
anyway still need your help, please guide how to provide information or indicate how to solve.

I'm sorry, I don't think I can help that much unless you can translate those screens. Google Translate typically isn't very good when it comes to Chinese. If you think it's G Suite, then was there a G Suite administrator you were working with? You could also try contacting the G Suite support team, but I think they require you to be a subscriber in order to provide help: https://gsuite.google.com/support/
