I need to contact someone, but they’re not answering my calls. I’m pretty sure the ringer is off, but it is imperative that I reach this person. I heard there was some way to send a text that turns the ringer back on; could someone please help me?

Welcome to Android Central! No, I don't think that's possible (unless it's some kind of hack, which would be of questionable legality -- I doubt the authorities would approve of a way for an outside party to control your device in any way by a simple text). All you can do is continue trying to contact the person, by phone, texting, and email. If they don't respond and you believe they might be in danger, contact the police.
