can you partion the memory and boot from different sections on tab 2

I have 2 programs that due to their design can not be loaded on the same tablet normally. Is there a way to divide the memory and pick what half to boot up on both with android. this way I could install both programs on one tablet.
 
First - the storage is already partitioned into at least half a dozen partitions. (Run a terminal app and run df in it and you'll see them all listed.)

Second, no. The boot partition is fixed (and signed). You could run an emulator for Windows (there are a few in Play) or wine (which also allows Windows programs to run in Android [scroll down and take the latest non-x86 version]). If the programs run in Linux, use that terminal app to install them. But if the programs have a proprietary OS, you're probably out of luck.
