That depends on what you need - lots of free data, lots of free texting, lots of free voice calls? Look at them all (google government assisted cellphone programs) and see which one meets your needs best.

(Make sure that you first find out which carriers - AT&T, Sprint, TMobile or Verizon - have the best coverage where you need coverage. Free everything with no coverage is useless.)
