Why is my phone screen upresponsive and wont vibrate upon start up?

when i reboot my phone, i have to completely take the battery out and put it back in. Most of the time it wont vibrate either. That's how I know it won't work. When I plug it in when it is completely off, the charging screen--the circle with the electric bolt in it-- shows up but the percentage wont. it also wont vibrate when i plug the charger in either. If it does vibrate--which it never does--the screen usually works. but here recently, it hasn't even if it does vibrate. I have never dropped it in water and have literally tried EVERYTHING!!!!!! Please someone help me.

A bad battery? Hardware failure?

Welcome to Android Central! Which phone? Since you can clearly remove the battery yourself, the first thing to try would be a new or different battery.
