Text and receive between Android phones.

Why can't my wife's Android phone receive text messages from my Android phone. These phones are identical.

Welcome to Android Central! Which phone, and which carrier? Does she have any problems making or receiving calls? Is the problem only with picture texts/group texts, or also with simple SMS messages to an individual?
