In order to get your info back if it wasn't backed up to the cloud - you'll need to remember the PIN code. If you don't care about the data and you remember the password for your account, you can do a factory reset.
If you have a Samsung and have a Samsung account linked to the phone, you can use the device location feature to reset the PIN and biometrics.
Some people complain about the random prompt for PIN that some devices do but I say it's a way for people to remember this information.
