So I know how most will respond here, and yes you are in fact correct. You cannot send/receive mms without data either through mobile data or wifi calling. However, this isn't completely accurate as many may tell you on the internet. I'm not sure about all the specifics but I know when I had my OP5 I was able to do this on T-mobile without either of these settings turned on. I am now on the T-mobile version of the galaxy note 9 and it cannot do this. The thing is I think some inherent part of the OS or something allowed for this to happen. I don't doubt that it requires data of some kind but I think that the OS was making mms an exception to the setting being turned off somehow. This would be very useful because all though mobile data and wifi calling are disabled, your phone would allow mobile data to work only when sending/receiving mms. You also may wonder why I would have those settings turned off to begin with right? Well mobile data drains battery faster and wifi calling has been unstable for me.
