Samsung J7V says uber app is installing, but it wont complete

Welcome to Android Central! Assuming you're trying to install from the Play Store, ry going to Settings>Apps, select Google Play Store, tap Storage, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager -- you probably have to tap Menu>Show System to see it. Now try again.

It happens to me, too. It's a bug (?) with Download Manager. When the notification is still showing "installing" , partially swipe right to see the gear icon and tap that to open the notification settings for Download Manager. Disable the notification completely, count to 5, then enable it again. The notification should not re-appear.
