Can anyone Remove AT&T july 2019 system update

[Android Central Question]

Lastnight my Galaxy 8 active did a forced system update ( I have been avoiding for about 2 weeks) and now I have lost fast charging ability and bluetooth which both work fine up till I woke up to new icons. I have also discovered my bluetooth is only good for about 10-15 feet, and the lost of fast charging.
