why is my camera on chromebook 2018 saying "camera unavailable"

So, I went on my chromebook today, and I went to my launcher, and clicked on my camera and it says this, camera unavailable.

I'd probably try taking camera permission away from all your apps, because it sounds like something had taken priority and isn't allowing it to be used or it's stuck, so to speak. So something like settings>applications and permissions, find the camera permission and turn off permission for all apps. Don't worry when you open the app and it needs permission it'll ask and you can decide if it really needs that permission. I mean goes solitaire really need to use your camera? Afterwards restart your device and try the camera. If it works then just pay attention to anything asking for permission moving forward and check that the camera still works any time you grant permission.
