What is the meaning of the red arrows on my call history log?

What does the red phone with a broken red arrow and the phone with a red arrow pointing to it mean?

Welcome to the forums. In general those red arrows mean that you missed a call or that it wasn't completed in some way.

It could also (depending on the phone - if you see green arrows also) mean red for outgoing calls, green for incoming calls.
