'Payment Services' app in systems apps? why can I not shut it off, delete it, or force stop it

[Android Central Question]

IPhones are getting glitchy and lagging incredibly bad and I went to my running services in the developers options and found a new app that I never seen before any of the times I've ever use my phone for a year now and it's not able to be deleted it's not able to be for stopped nothing can be done to it it's doesn't have any permissions but it is running constantly with high memory and it's used 200 gigs of data either upload or download I'm not sure which in the last 3 weeks. Is this some kind of tracking app? Because it's found on my girl's phone as well and all right like I said have never seen it before. If it was on my phone prior to me first thing it very recently it was not always running because I was able to shut off every app that I wanted to or felt was necessary and now this one apparently does whatever the hell it wants.
