I have a Samsung Eclipse (J327V), my carrier is Verizon and I use Android version 8.1.0. When I go into Settings, then Connections and then click on my Wi-Fi connection, I see that my phone has a Network Speed of 72 mbps. I pay for 40 mbps and when I check the Internet speed on my other devices it is never higher than 40 mbps.

Does anyone know if the 72 figure is correct? I don't understand how it can be. Thanks for your help

That is the link speed between your phone and the router. It's not your internet bandwidth speed.
