Why cant i draw wifi off of someones hot spot on my lg

What is your LG, a phone, a laptop, a tab, a TV?

Is this a true hotspot (a WiFi signal broadcast from a device) or are you referring to someone's home WiFi? Nomenclature in answering questions like this is everything.

If from a device, do they have the right to host a hotspot? There are apps that allow users to host hotspots when they don't have a hotspot plan from their provider. These types of hotspots usually have protocols that will not work with phones but do usually work with laptops and some tabs. A device may see and even say that it is connected to an app based hotspot but the protocol prevents the two from talking...
