How do I delete an APK installer in the files folder under download?

This is for the Google Pixel 2 XL. I went into the files application, slide left to right to open the access bar, and then clicked onto the "Downloads" folder to see an APK application that refuses to be deleted. Whenever I do try to delete it, it would show "Couldn't delete 1 item" and when I click to see more details, it says "This file wasn't deleted" with the name after it.

I have used SD manager, CCleaner, and Clean Master to see if it could delete it but none of them was able to locate it. It takes 1.09kB but I would rather it be gone. Is there any other way to delete it?

@mustang7757 The APK file is not a system app but rather I think it is an installer for an app. Reason I say this is because when I try pressing on it, it says, "There was a problem parsing the package."
@B. Diddy If possible, I would like to refrain from taking the screenshot unless I necessarily have to. The reason why is because the information is on the "private" end.

Hi, Welcome! No problem :)

If it had problem praising that package it didn't install because there's already that app on your phone with newer version. But in downloads it should be able to delete
 
@Galactic Zoo Tried to delete in safe mode and it didn't work. Same error.
@mustang7757 That's the problem (not intended to sound blunt sorry). It's because it won't delete even in the downloads. There's no app that's visible anywhere on my phone. Even when I tried looking into my appcache or use SD Maid to look for anything that had any associations with the name, nothing showed up.

No problem, try Installing a launcher like Nova and see if any apps looking like a Droid pops up
 
Ok thought it might pick up a APK file install , but the launcher has to be installed before for that to happen.

Where can't you delete ? In the download files ?

Can't delete it in the download folders. On Google Pixel, it goes like this: Files App --> Downloads Folder.
I have also tried clear data, cache, and force stopped it all.
