Can i delete touch wiz of my phone as it keeps popping up?

Touchwiz is Samsung's launcher. You can't remove it but can use another. Are you getting any error messages? We can probably fix the issue with more info.

Welcome to Android Central! Does this persist even after a reboot? If so, try going to Settings>Apps​, tap Menu>Show System, then select TouchWiz and clear its cache. Now see if the problem persists.
