Why my mobile data turned on by itself?

I already choose set manual but continue to be turned on. what should I do? Help me please

without knowing what phone you have, it may be best to contact your carrier

Welcome to Android Central! Does it turn on and stay on? Perhaps it's only turning on for you to send an MMS message (and the mobile data used by MMS messages isn't supposed to be counted against your monthly data cap).
