    My last Phone was a Galaxy Nexus and I downloaded a hotspot app that worked great. Now that I have the Razr M, none of them work. I read that the phone needs to be rooted, and if it does can I do it from my phone because I don't have a computer. Thanks!

    I'm unaware of a bootloader unlock or root method for that device that doesn't involve a PC. Motorola devices have become increasingly difficult to hack.

    If you have a limited data plan, the pre-installed Verizon hot spot app works fine.
